American Legacy Foundation
The American Legacy Foundation, a national independent public health foundation, was created in 1999 as a result of the Master Settlement Agreement (MSA) between a coalition of attorneys general and the tobacco industry. Funded primarily by payments from tobacco companies as designated by the settlement, Legacy's goals are twofold: (1) to arm all young people with the knowledge and tools to reject tobacco, and (2) to eliminate disparities in access to tobacco prevention and cessation services. The foundation develops national strategies to address the health effects of tobacco use through grants, technical assistance, youth activism, strategic partnerships, counter-marketing campaigns, research and community outreach to populations disproportionately affected by tobacco use.
TPI was first engaged in 1999 to help design an overall structure and grantmaking strategy for the foundation. Since then, Legacy has called upon TPI periodically to develop a Board orientation/policy manual, conduct benchmarking research on various staffing and governance issues, design strategies for continuous quality improvement, and assist with other projects. For example, the foundation engaged TPI in 2002 to design and conduct a stakeholder analysis involving interviews with national and regional leaders in the tobacco control community. This analysis helped Legacy assess its efforts to date and formulate strategic priorities for the future.
